Inhabitants and companies can apply for permits both at the Municipalities Service Desk as well as by internet. The Municpality validates the application by means of their existing procedures and hands out one time only a Park-line card.
The card is unique because the transponderchip holds a unique number (the cardnumber) and a hardware ID. The card has to be attached to the inside of the windscreen by means of a transparent plastic holder, enabling enforcement a clear view and scanning possibility. 

The scanning of the card results in a database query, displaying the permits properties in the display of the scanning device (license plate, expiration date, zone etc.)

All kinds of different permits, like visitor cards, day/week/month permits etc, can be placed on the same card.

The same card can also enable Park-line Parking and garage access, making it a universal and save medium for all parkingproducts. Since the card holds no information except the cardnumber, both printed on the front and programmed in the chip, privacy is guaranteed for the user. So not only fraud is avoided given it's unique ID, theft is also not an issue because the card as such holds no value. The windscreen of the car user will no longer be clogged with numerous signs, permits etc, but only displays one credit sized Parking card, enabling Digital Permits, Park-line Parking and garage access.
